| 摘 要： | 党中央要求北京各项工作走在全国的前列。党的建设更要走在前列,这是由北京所面临的形势和任务决定的,也是由北京作为首都的地位和特点决定的。真正做到“走在前列”,就要强化“首都意识”,发展“首都经济”,处理好改革发展稳定的关系,充分利用首都的各种资源,善于整合各方面的力量。

| Abstract: | Required by the Party Central Committee to take the lead in every aspect, Beijing should strengthen Party construction due not only to the conditions and tasks it faced, but the positions and characteristics of the capital. To take the lead, we should attach great importance on the awareness of being the Capital, develop the Capital Economy, keep the integrity of reform, development and stability, and make full uses of the city's resources. |
