| 摘 要： | 在财政分权的框架上，运用中国330个地级以上城市2004～2007年平衡面板数据，对“土地财政”假说进行了验证。结果发现：财政分权正向激励了“土地财政”行为，土地出让收入弥补了财力缺口，同时提高了公共品的提供水平。由此论证了在城市化进程中地方政府的土地出让行为的确是为了弥补财力缺口，是“迫不得已”的行为。

| Abstract: | In the framework financial power division, this article inspects the hypothesis of ＂land finance＂ according to the analysis of 330 cities at the prefecture level during 2004 - 2007. The result shows that the division of financial power stimulates the ＂land finance＂ policy, and that the transfer income from transaction of land fill in the financial gap, and improves the public services. Conclusively, in the course of urbanization transfer of land of the local governments is a measure to fill in the financial gap, hence an inevitable choice. |
