香港和澳门的政治体制存在着很多共性.回归之前与回归之后相比较,港澳政治体制在形式、内容、构成方式等方面都有某些带有共性的变化.从形式上看,港澳政治体制在回归前后表现为两个二重背反.从内容上看,港澳政治体制从回归前的集权独裁变为回归后的权力分工和权力的相互协作与相互制约.从构成方式上看,港澳政治体制的构建在回归前后体现了两种截然不同的民主原则.

A Comparative Study of the Political Systems in Hong Kong and Macao before and after the Returns

Hong Kong and Macao share a lot in common in their political systems. Comparing Hong Kong and Macao before and after their returns to China, some similar changes may be noticed in the political systems of two regions in form, content and structure. In form, the political systems in Hong Kong and Macao before and after the returns demonstrate double deviation; in content, the concentration of power and dictatorships in two regions before the returns were replaced by the power division, power cooperation and mutual constraint between powers immediately following the returns; in structure, the establishments of political systems in Hong Kong and Macao were based on two completely different democratic principles before and after the returns.
