| 摘 要： | 对海洋的有效管理是保证海洋经济可持续发展的前提。大量事实表明,长期以来海洋管理未如人意。海洋产业间和海洋产业内的海洋经济利益相关者的跨界影响是海洋管理过程中面对的直接和首要问题。以自身利益最大化为目标的海洋利益相关者之间的博弈必然会致使各博弈主体行为偏差程度较大,进而很可能会给海洋管理带来一定的风险,加强对这种风险的防范意识,是保证海洋经济的可持续发展的前提和基础。

| Abstract: | The effective marine management is a guarantee of the sustainable marine economic development.A number of facts show that marine management has not long been satisfactory.The stakeholders' goal is to maximize their own interests.The game between them is bound to increase the behavioral deviation of the game subjects,which is likely to result in the risks in marine management.Therefore,to raise the awareness of risks is an essential prerequisite for sustainable marine economic development. |
