| 摘 要： | 网络民主在公众拓宽利益表达渠道、提高政治参与水平方面发挥着积极作用,但目前学术界对于网络民主的态度迥异。网络民主基于网络的特点,体现了公民参与中的平等性、真实性、直接性,人们对网络民主的前景充满期待。发展网络民主需要在实践中探求网络民主发展的制约因素,消除阻力才能实现网络民主的美好图景。
