| 摘 要： | 北魏政府从维护统治的需要出发，普遍施行救济行为。在形式上可分为物质救济和精神救济，在时间上可分为平日救济和灾害救济。受救济人群广泛，一般普通民众都可能得到政府的救济。北魏政府的救济行为虽然存在很多不完善之处，但其积极方面的作用还是主要的。

| Abstract: | The government of Beiwei generally applied relief acts in order to safeguard rule. The acts composed of substantial and spirit reliefs in form. Daily and disasters reliefs compose the acts as far as time be concerned. Ordinary people could get government reliefs. The government reliefs of Beiwei have positive role though there were much defects in them. |
