| 摘 要： | 分析了县级环境监测能力建设的基本现状和存在问题，提出基层环境监测部门要紧紧抓住机遇，加强以监测队伍的建设和监测技术装备的建设为内容的环境监测能力建设，建立先进的环境监测预警体系，以满足现代环境管理工作的需要。

| Abstract: | The current situation and problems are analyzed about the environmental monitoring construction on county level. It proposes that the grass-roots environmental monitoring departments should seize the opportunity and improve its ability by strengthening the construction of monitoring team, technology and equipment, in order to establish the advanced environmental monitoring and early-warning system. |
