论政府在农村社区建设中的地位与功能

当前农村社区受制于农村的经济发展水平和高度的行政化，社区认同感日益薄弱，阻碍了社区自我管理的实现。因此，政府需要在社区去行政化起步及过程中实现自我规制，在后发现代化国家的中国要实现农村社区的快速发展，也必须依赖政府所掌握的资源，故而政府在农村社区建设中具有主导地位，应通过改革行政机构、构建社区对话平台以及创造良好的外部环境来促进社区的发展。

On the Role and Function of Government in Rural Community Construction

The present rural communities are restrained by lower economic level and higher administration, lack of community acceptance and self-management. The government should provide various resources and conduct self-regulation at the beginning and during the course of non-administration. It plays a leading role in rural community construction, which is assured by administrative reform, dialogue platform establish- ment and good external environment construction.
