我国研发产业发展的实证分析与对策思路——以北京为例

研发产业是现代服务业的重要组成部分,对于促进产业结构升级、提升城市竞争力、转变经济增长方式等有着极为重要的意义。北京作为全国政治科技文化中心,研发产业的资源条件得天独厚,产业潜在规模遥遥领先,研发活动类型逐步合理优化,研发技术市场渐进发育成熟,研发产业整体雏形已经呈现。但是必须注意到,北京市的研发产业尚处于产业化进程中,研发产业市场结构并不清晰,研发活动主体定位尚存偏误,研发效率低下,研发资源利用水平有待进一步提高。要促进北京研发产业快速发展,必须落实产业优惠政策,激励企业加大研发投入力度,保持政府投入规模,调整政府投入机制,同时要加强知识产权保护,建设有利于研究开发产业发展的技术市场环境。

Positive Analysis of the Development of Our Research and Development Industry and Reflections on Measures: Take Beijing as a Case

The research and development industry is an important part of the modern service industry and is of great significance in promoting the upgrading of the industrial structure,lifting the urban competitiveness and transforming the mode of economic growth.As the national political and scientific center,Beijing is unrivalled in the research and development industrial resources and holding a safe lead in the potential scope of the industry.The types of the research and development activities are gradually rationalized and optimized,and the technological market matured.The overall embryonic state of the research and development industry has come into existence.However,we must notice that the research and development industry in Beijing is still in the process of industrialization and its market structure obscure.Deviation exists in the positioning of research and development activities with low efficiency and much work needs to be done in the utilization of the research and development resources.To promote the rapid development of the research and development industry in Beijing,it is imperative to carry out the preferential policy for the industry,stimulate the enterprise to intensify the input in research and development,keep the input scope of the government,adjust the input mechanism of the government,strengthen the protection of the intellectual property right and build up the technical market environment in favor of the development of the research and development industry.
