从历史的视角考察当代中国的宪政建设,首先在认识上必须还宪政以本来的面目,即宪政首先是"限政",政府必须是"有限政府";其次,进行宪政建设还必须依法治党,即严格按照国家的法律和党的法规来规范党组织和党员的行为,通过党的各项具体制度来保证国家的宪法和党章成为党组织和党员的最高行为准则;再次,进行宪政建设,必须坚持不懈地开展民权的教育与训练,这也是中国实现宪政的必要条件之一。

A Study of the Construction of Constitutional Government in Modern China from a Historical Angle

To study the construction of constitutional government in modern China from a historical angle, we must first restore constitutional government its original form; that is, constitutional government must first of all be ＂limited government＂, i.e. the government must be ＂a limited government＂; then, to carry out the construc- tion of constitutional government, we must our party in accordance to law; that is, we must standardize out par- ty organizations and regulate the party members＇ conduct according to national law and the party＇s rules and regulations, to ensure that the national constitution and the party constitution are the highest code of conduct fro the party organizations and party members; thirdly, to carry out the construction of constitutional government. we must unflaggingly carry out the education and training of civil rights, which is also one of the prerequisites for China to realize constitutional government.
