廖承志与日侨回归

中华人民共和国成立后，为了恢复和发展中日两国人民的友好事业，中国政府极为重视中日关系。廖承志作为中国政府对日工作的最高负责人，坚持“两个区分”（即把帝国主义的政府和这些国家的人民区别开来；把政府中决定政策的人和一般官员区别开来）的方针，把协助日侨回归作为突破口，开启了中日友好之门，为恢复、改善和发展中日友好事业作出了重大贡献。

Liao Chengzhi and the Return of Chinese Overseas from Japan

After the People＇s Republic of China was founded, the Chinese Government paid great attention to Sino-Japanese relationship, in order to recover and develop the friendship between the Chinese and the Japanese people. Being the highest government official for that affair, Liao adhered to the policy of ＂two distinguishes＂, that is, the distinguishing of the imperial governments and the peoples there, and the distinguishing of the general officials in the government and those who made the policies in the government. By taking the return of the Chinese overseas from Japan as the breakthrough, Liao started the friendly communication between China and Japan, and made great contributions to the recovering, improving and developing of the friendship between the two counties.
