| 摘 要： | 比较分析了户籍改革的二元制度模式、一元制度模式、流动户口制度模式,认为一元制度模式既有实施的必要性又有操作的可行性。基于我国户籍改革的现实困境,提出实现户籍一元化的对策建议:(1)加快户籍管理立法;(2)在国家层面统筹推进户籍改革;(3)以基本公共产品和服务的均等化为突破口;(4)变前置准入为后置积分的城市入籍思路;(5)推动"县镇化"与新农村建设,改变人口流动单向性。
