规模经济对政府规模的影响——基于河北省的实证研究

1994年分税制改革以来,县乡政府规模偏大,财政赤字严重的现象虽经过1998年严厉的机构改革仍未有根本的改变。通过对河北省县域人口规模、经济发展水平与政府规模、公共支出等的相关性进行分析,发现在县域层次上存在规模经济现象,即随着人口规模的增长,县政的管理成本会递减。因此,通过调整县政区划,扩大县域人口规模,有助于提高县政管理效率。

Impact of the Scale of Economy on the Government Size——An Empirical Study on Hebei Province

Since the reform of tax-sharing system in 1994,the phenomenon of the big organs of county and township(town)governments and the fiscal deficit local gouernments have taken place in China,though the reform of the scale of government downsizing was carried out in 1998.The article analyzes the correlation between the population scale of the county,the economic development and the scale of the government public expenditure.With the development of the scale of population,the cost of the county's administration will be diminished.So we argue that it will help to improve the efficiency of the county,through the adjustment of its administrative division and the enlargement of its population.
