1930年代阎锡山之“土地村公有”理论——以《大公报》报道及其所刊文章为中心的讨论

1935年8、9月间,山西地方领导人阎锡山为因应中共所发动的土地革命并实现孙中山"耕者有其田"的社会理想,提出了"土地村公有"理论及其实践办法。就土地政策而言,该办法力图借鉴古今中外土地制度中的一些合理成分,以解决农村土地所有权及佃租制问题,并达成"复兴农村"之目标。但由于其既在理论上存在诸多无法克服的缺陷,又在实践上缺乏可操作性以及局势的变化而迅速流产。

On Theories of the Land Belonged to Village by Xi-shan Yan in 1930s——Based on the Reports and Articles Published by Ta-kung Daily

During Aug. and Sep. in 1935, Xi-shan Yan advanced a theory of the land belonged to village. As far as a land policy was concerned, it tried best to learn from some reasonable section of ancient, modern, Chinese and foreign land systems to solve the problems of country land ownership and leasehold system. In a sense, it expressed the tide of reconstructing countryside then. But soon it was led to miscarriage rapidly owing to the theoretic and invincible defect and variable situation.
