| 摘 要： | 立法法 关于民族立法的规定有了新的走向,主要标志是:民族立法的客体有了新的广延性;民族立法的内涵有了新的深度;民族立法有了明显的程序规则;民族立法的透明度有了相应的制度保障。湖北民族立法在我国民族立法中扮演着重要角色,其必然在 立法法 关于民族立法的规定中寻找到新的契机,如要充分用足民族立法权、要有强烈的时代感、要包含民族人文特色、要具有时代的超前性等。为了适应并实现立法法的要求,目前湖北民族立法应重点解决下列问题:湖北民族立法与湖北西部开发问题;湖北民族立法与湖北民族地区优势挖掘问题;湖北民族立法中的散居少数民族立法问题;湖北民族立法的微观构架问题等。

| Abstract: | The issue of China's law of legislation marks the coming of institutionalization of legislative activities in China.In the law of legislation,national legislation gets fully regulated and develops rapidly.Hubei national legislation should catch the good opportunity,solve the problems of discovering the regional privilege,the minorities dotted in the region and the micro structure of national legislation and deal with its relationship well with the West Great Development. |
