| 摘 要： | 基础教育改革要以观念的变革为先导。要从教育价值观、教学观、教育目的观、教育质量观、人才观、考试观六个方面实现从“应试教育”向素质教育的转变，我们要批判破除和提倡建构两种性质不同的观念。观念的转变本身受到其他一些因素的制约，在转变观念过程中必须处理好一些关系及其存在的一些问题。

| Abstract: | Elementary educational reform should take the shift of concepts as its forerunner. Thisarticle, from the following six points of view: educational values, teaching and studying, educa-tional aim, educational quality , personnel and test , discusses the shift of two opposite educationalconcepts: one is the examination-onented education, which we should break with, the other,quality education, which we are trying to construct. The essay also points out that the shift ofconcepts itself should be conditioned by certain factors , and some relations and problems should bewell dealt with in the course of educational concept shift. |
