| 摘 要： | 建立水利灾害应急能力评价体系是了解水利灾害应急能力的基础，也是改善水利灾害应急管理和提高应急管理能力的前提。依据以往研究成果和水利灾害特点，构建了水利灾害应急能力评价指标体系，并给各指标赋予了相应的权重值，为今后水利灾害管理和规划提供科学依据。
