| 摘 要： | 根据政府投资项目主体目前存在的问题,提出了建立一个政府投资虚拟集成化管理组织,使项目不同阶段各参与主体实现信息共享,以达到政府投资项目全寿命周期管理最优化。同时对完善中国工程咨询业的风险约束机制和信誉评级制提出建议。

| Abstract: | It's crucial to set up a fictitious integrated management organization of governmental investment to make it possible for the project participationers to share the information at different stage so that governmental investment can be used effectively in the future. At the same time , the-risk binding mechanism for project advisory can be perfected and suggestions for credit evaluation are put forward. |
