Ni Sichong and the Salt Business in Anhui during the Early Years of the Republic of China

At the beginning of the establishment of Republic of China,Ni Sichong commenced to administrate the salt business,reformed the method of managing and selling salt,established the corresponding institution to administrate salt business and reinforced the anti-smuggling illegal salt,which not only increased the financial income of the government,provided his troop with the necessary military expenses,but also was conductive to stabilize local society order and ordinary people’s life.The case that he put forward to raise the salt price caused a fierce debate,from which we can find out that in the early Republic of China,the provincial congress authority and the public opinion of the masses of the people were valued initially.
