| 摘 要： | 传统的城镇水价制定机制扭曲了资源利用的激励机制,对其进行再造是必要的.城镇水市场再造包括水资源产权的建立与管理,水交易市场的建立与管理,水排污市场的建立与管理以及执法队伍及管理人员才能的培育及管理等.同时,对水市场的再造提出了一个建议性的流程.

| Abstract: | Since there are distorted incentives of the traditional pricing mechanism in water resource market, it is beneficial to restructure the urban water market. The urban water market restructuring contains the creation of water resources' rights, foundation of water trading market and discharge permits trading market for the polluted water as well as the cultivation of managers for the performances of the markets. A possible process for water market restructuring is advanced. |
