论现代国家治理的思维框架与思想资源

现代中国的国家治理不仅要在制度与技术上付诸实施,还要在理论自觉的意义上构筑自身的思想体系。这需要从两个方面凸显"中国之治"的底色:一方面,在思维框架方面,需要将国家治理放置在历史延续性、环境条件约束,以及面向未来的政治承诺三个维度去考量;另一方面,就国家治理的思想资源而言,需要在坚持中国特色社会主义指导地位的基础上,对传统治国理政智慧,经典马克思主义,近代民族国家建设实践探索,中国共产党领导全国人民进行革命、建设和改革开放的实践经验,以及其他国家的治理思想,采取创新性继承、创造性转换和批判性吸收,融汇并包,建构具有中国特色的国家治理思想体系。

Thinking Framework and Ideological Resources of Modern State Governance

Modern China’s state governance should not only be put into practice on the level of system and technology,but also construct its own ideological system in the sense of theoretical consciousness,which needs to highlight the background of China’s governance from two aspects. On the one hand,in terms of thinking framework,it is necessary to consider the state governance from three dimensions,such as historical continuity,environmental constraints and political commitment to the future,and on the other hand,as far as the ideological resources of national governance are concerned,we need to adhere to the guiding position of socialism with Chinese characteristics and traditional governance. We should adopt innovative inheritance,creative transformation and critical absorption to construct a national governance ideological system with Chinese characteristics.
