论电话监听的合理性及其限度

On the Reasonableness and Limitation of Telephone Monitoring

Telephone monitoring is one of the technical methods of investigation.Proper application of telephone monitoring can improve the efficiency of confrontation of criminals. However telephone monitoring may constitute great danger to the citizens' rights, such as the right of privacy and freedom of speech. So when we realize its reasonableness, we should set certain limitation to its application. During the use of it, the fundamental human rights and procedural rights of the criminal suspects and defendants should be protected.
