| 摘 要： | 作为辽宁省的省会和中心城市，沈阳市在区域经济社会发展中发挥着重要的带动和辐射作用。然而，高技能人才匮乏和人才结构不合理等问题成为沈阳市产业结构优化升级和经济社会可持续发展的重要障碍，成为影响沈阳市竞争实力和创新能力提高的重要因素。在深入研究沈阳市高技能人才短缺现状的基础上，从个人人力资本投资、企业人力资源开发、社会及学校等角度分析其原因，并从人才培养、人才评价、社会氛围等方面提出解决沈阳市高技能人才短缺问题的对策和建议。
