重大项目社会稳定风险的管理与控制

重大项目建设评价必须引入“社会风险”维度。在项目建设过程中，既要考虑到技术风险、经济风险、环境风险，还要考虑到社会风险。项目所涉风险边界沿着“技术风险一经济风险一环境风险一社会风险”的路径扩展。社会稳定风险与社会群体的利益诉求直接相关，管理中需要对公众的非正常资源动员行为模式予以调适和纠偏，以降低集群行为的发生概率。社会风险管理与控制体系包括利益相关者、受评项目和政府风险管控三个子系统，风险辨识、风险评估和风险控制应贯穿项目建设的全过程。

The Management and Control on the Social Stability Risk of the Major Project

The construction evaluation of major projects should introduce the dimension of risk society.In the process of project construction,the technical risk,economic risk,environmental risk,as well as the social risk should be taken into account.The boundary is expanded along the path of technical risk,economic risk,environmental risk and social risk.The risk of Social stability is related to interest demands of social groups.To reduce the probability of group incidents,it is necessary to correct people’s behavioral models of informal resources mobilization.The management and control system for social risk includes three subsystems of stakeholder,project to be evaluated and governmental management.Risk identification,risk assessment and risk monitoring and controlling exist in all the processes of project construction.
