我国现行农村公共产品供给体制的失衡及重构

家庭联产承包制取代人民公社,这一基本经营制度的改变带来了农村公共产品供给体制的变迁,但这种变迁总体来说仍是人民公社时期供给体制的承继和延续,它在促进农村社会经济发展的同时,也出现了很多矛盾和失衡,为了从根本上解决"三农"问题,实现我国全面小康的目标,应采取相应的政策和措施,重新构建我国农村公共产品供给体制。
