论和谐社会秩序建构中发展权视野下的农民政治权利保护

和谐秩序建构中农民政治权利保障是推进农村民主化进程的必要条件,是促进农村经济发展的助推器,是实现农村社会稳定的稳压器,是全面发展的保障。现实中,农民存在权利表达渠道过窄、参政机会较少和村民自治运行中形式化倾向严重等现象。究其原因,不仅有国家立法阙失、农民维权组织的缺位;更是社会歧视的广泛存在,农民政治权利主体意识阙如的结果。赋予农民国民待遇、畅通利益表达渠道、优化村民自治,强化民主程序等必将成为保障农民政治权利的必然选择。

In establishing the order of harmonious society,it is necessary to protect farmer's political right for promoting the rural democratic course,which is a guarantee to promote the development of rural economy,and to realize the stability of the countryside,is the protection of overall development of farmers.In reality,there are some serious problems.for example,expressing channels are too narrow,the chance is small for farmers to take part in political action,and the formalism is serious in operation of self-governance by villagers,and so on.The reason include not only the lacking of country legislation and protecting-right organization of farmers,but also the overcome of wide-existence of discrimination against farmers and the lack of subject consciousness of farmers.It will be inevitable choice for protecting the political right of farmer to endow them with national resident treatment,dredging the channel of expressing farmer's interest,to improve self-governance by villagers,and strengthen democratic procedure,etc.
