| 摘 要： | 根据不同的定义,效率有不同的度量与评价方法。从理论上来讲,这些方法也可应用于农业公共资源利用效率的测算。但由于农业公共资源的特殊属性,市场不能真实地反映其稀缺程度,再加上政府的干预,导致其产出价格扭曲,农业公共资源利用效率的计算还没有找到一种相同价值的测定方法。影子价格可以用来代替观察到的“市场”价格来计算农业公共资源的利用效率。

| Abstract: | According to different definitions,there are different methods for efficiency calculation and appraisal.In the term of theory,these methods can be applied to calculate the efficiency of agricultural public resources.However,the real degree of resource scarcity can't be reflected in the market because of the special natures of agricultural public resources and agricultural output prices are distorted because of government intervention.It is difficult to calculate the efficiency of agricultural public resources because it is hard to calculate the value of agricultural public resources.Shadow prices can be used to substitute the observable market prices of agricultural public resources to calculate the efficiency of them. |
