| 摘 要： | 韩国政府的反腐历史可分为渐进式治理、冲击式治理、试图转换治理方略和综合治理等四个阶段,通过分析韩国政府在各个历史阶段采用的反腐方略的内容、特征以及存在的问题,可以得出这样的结论,那就是,用"渐进式"或"冲击式"治理方略,都无法有效地防治腐败.为了有效地防治腐败,政府的反腐有必要从以打击腐败行为为中心的治理方略,转变为以体制、制度改革为中心的综合治理方略.

| Abstract: | The ROK Government's anti-corruption drive can be divided into four phases,that is,incremental control phase,drastic control phase,transformational phase of anti-corruption strategy and comprehensive control phase.The article holds that either incremental control or drastic control strategy cannot help to curb corruption by analyzing the contents,features and existing problems in different phases.To curb corruption,the government should transfer its anti-corruption stragegy aimed at cracking down on corrupt officials into a comprehensive control strategy centred on reforms in the institution and system. |
