环境友好农业技术创新绩效评价研究

摘    要:环境友好农业技术创新是促进农业经济增长方式转型、实现农业可持续发展的核心内容。在提出环境友好农业技术创新基本理论的前提下,从投入产出角度出发构建指标体系,采用DEA模型分析评价我国1990~2008年环境友好农业技术创新的绩效,结果显示:我国环境友好农业技术创新综合效率平均值达到0.945,且明显存在三个阶段。认为必须从增加资金投入、发挥农业产业组织主体功能、建立可持续农业技术扩散体系等方面进行政策指导,以更有效地推动我国农业技术创新向环境友好方向调整。

Abstract:Environmentally friendly agricultural technology innovation is the core content to pushing forward transformation of agricultural development pattern and achieving agricultural sustainable development. This paper takes basic theory of environmentally friendly agricultural technology innovation as premise condition, and structures index system from the point of input-output, then makes use of DEA Model to analysis the performance of environmentally friendly agricultural technology innovation during 1990 - 2008, the results show that, average comprehensive efficiency of environment-friendly agricultural technology innovation reached 0. 945, and there are three stages obviously, thus we must engage in policy guidance such as increasing capital investment, playing a major function of agricultural industrial organizations, and establishment of sustainable agricultural technology diffusion system, in order to promote agricultural technology innovation adjustment from current situation to environmentally friendly orientation.
