| 摘 要： | 保护自然资源、减少垃圾产量以及减少环境污染的最有效和经济的办法是实行３Ｒ＋Ｄ政策，其中又以 Ｒｅｄｕｃｅ（即减量化）最优。要实现垃级的减量化必须在产品的整个生命周期对其垃圾产生过程加以控制，即实现垃圾的源头消减。

| Abstract: | The most effective and economical way to protect nature resource, reduce the output of garbage and eliminate enviroment pollution is carrying out the policy called 3R + D, in this policy, the reduce is the best. To achieve garbage's reduce, the process of garbage produce must be controlled during production's whole life cycle, namely, implement garbage's reduce from headstream. |
