工程管理系统思维与工程全寿命期管理

鉴于传统的工程管理思维在工程价值观、目标体系、管理定位等方面的局限性,本文提出了工程管理系统思维的概念:从工程系统整体出发,通过贯穿工程全寿命期的管理活动实现工程全寿命期整体最优的目标。工程全寿命期管理是工程管理系统思维的管理理论和工程实践体现,是在全面把握工程全寿命期的系统规律的基础上,通过将工程管理的全部要素在全寿命期的维度上整合集成,力求实现工程全寿命期系统最优化的目标的新的管理模式。工程系统分解结构是在工程系统功能分析的基础上,按功能和专业将工程系统分解为一定细度的功能面和专业子系统而形成的树状结构,它是工程管理系统思维在工程全寿命期管理中的重要实现工具,是各项工程全寿命期管理工作的管理技术支撑。

The system thinking for engineering management and the engineering life cycle management

In view of the limitations of traditional engineering management in terms of engineering values, object system and management function, this paper proposes a system thinking for engineering management which, taking the total engineering system into account, is aimed to achieve the overall optimal goal of engineering life cycle through management activities throughout the engineering life cycle. The engineering life cycle management is the manifestation of the system thinking theoretically and practically. Proceeding from the rules of engineering life cycle, it integrates all elements of engineering management so as to achieve the optimal target of the engineering life cycle system. The breakdown structure of engineering system, on the basis of the functional analysis of the system, breaks it into a tree structure of a given fineness function and professional subsystems. As an important tool in engineering life cycle management, it also provides the technical support for it.
