1949年南下干部与城市接管——以湖南省衡阳市为例

由于革命形势的不断发展,党的工作重心由农村转向城市,南方大片解放区急需大量领导干部,南下干部应运而生。解放战争时期的南下干部政策制定,是中共中央的重大战略部署,也是中国共产党成功解放全中国,建立稳固新政权的重要条件。从各老解放区抽调的南下干部组成南下工作团,随军奔赴到南方各省市地区。其中,南下衡阳的干部主要来自山西、河南等地,他们为衡阳的解放及建设作出了巨大的贡献。

In 1949 South Cadres and City to Take over

Due to the continuous development of the revolutionary situation,the party''s focus shifted from the countryside to the city,and the southern large liberated areas needed a large number of leading cadres.The policy formulation of cadres in the south during the period of the liberation war was a major strategic deployment of the CPC central committee.It was also an important condition for the CPC to successfully liberate China and establish a new regime.The south-down cadres from all the old liberated areas made up the south-bound task force and went to the provinces and cities of the south.Among them,the cadres of Hengyang in the south are mainly from Shanxi and Henan provinces.They have made great contributions to the liberation and construction of Hengyang.
