社会转型中的民间组织研究 ——以战后青岛渔会为例

民国青岛渔会的成立,是渔民的内在需求和现代社团观念影响的结果。青岛渔会按照现代社团组织模式,建立起科层化的组织体系和管理方式,在服务会员、促进青岛渔业发展中起到了一定积极作用。不过,由于受到社会生态环境制约,渔会离其服务目标尚有很大差距。如何培育民间组织成长的良好环境,寻求民间组织在管理与功能上的突破,至今仍是一项十分繁难的任务。

The Study of Nongovernmental Organizations in the Period of Social Transition——A Case Study of Qingdao Fishermen's Union

The founding of the Qingdao Fishermen's Union in 1946 was the result of those fishermen's intrinsic need and the influence of the concept of modern society.In compliance with the mode of organizing modern societies,Qingdao Fishermen's Union set up different levels of organization and ways of management, contributing greatly to the development of Qingdao's fishing industry.However,restricted by social and ecological environments,the Union failed to live up to its expected goals.How to give rise to an environment good for the development of nongovernmental organizations and how to lead them through the managerial and functional barriers still remains a hard task.
