政府改革创新的社会条件与发展状态——地方干部的视角

依据在全国范围内进行的问卷调查,发现地方干部(主要是县处级以下的干部)对于政府改革创新的态度趋于理性,他们并非政府改革的阻碍者,而是支持者,乃至推动者.对于改革遇到的体制性障碍,他们有着非常清晰的认识--地方政府创新有利于改善微观制度环境.因此,要继续鼓励地方政府在多方面进行改革创新,并且要重视创新的实际效果,破除部门利益的干扰.

Social Conditions and Developing Status of Chinese Government Innovations:the Vision of Local Cadres

With the data analysis of a national-wide questionnaire-based survey,this article argues that,the local cadres,i.e. the cadre under county-level (xianchu ji),have an increasingly rational attitude to government reforms and innovations.
