| 摘 要： | 问责制作为现代政府民主政治建设的契机和有效手段,从理论的萌芽阶段发展成为行政体制内的一项重要制度,经历了一个漫长的过程,并在我国深化政府体制改革中起着相当重要的作用。在对行政问责制的内涵和理论基础进行梳理的基础上从推进宪政体制的完善,规范政府制度安排,构筑社会问责文化等方面,分析问责制政治实践的显性和隐形功能,提出问责制的根本意义在于通过加强对权力的制约和监督,深入推进我国的政治体制改革,塑造社会责任文化,从而更有效地保障公民基本权利。
