| 摘 要： | 建设社会主义和谐社会，是我国在新时期社会经济发展的核心要求，政府职能及其运行是贯彻科学发展观、建设和谐社会的决定性体制因素。文章探讨了政府在建设和谐社会中的地位和作用，认为政府职能转变的关键，是把政府的经济管理职能转到主要为市场主体服务和创造良好发展环境上来，并厘清了政府的职责。

Government functions and their running are the decisive elements in the implement of scientific outlook on development and the construction of harmonious society. The key of the shift of government functions is nomic management into the serving of market and the to turn the government functions of ecocreation of nice developmental environment. |
