构建对弱势群体社会关怀体系的探索

当前的弱势群体主要包括城镇新生贫困群体、残疾人群体、城市农民工、老年人群体和高校贫困生。由于社会转型、体制转轨的加速 ,社会保障不健全 ,弱势群体的范围和数量不断扩大 ,他们与其他群体之间的差距加大 ,其社会心理动荡强烈 ,社会离心倾向日益严重。因此 ,只有社会、政府、民众三方面共同出力 ,构建对弱势群体的以物质生活关怀、精神文化关怀和人文关怀为内容的社会关怀体系 ,才能促进全体社会成员共同发展

Exploration on Constructing a Social Solicitude System for the Disadvantage Group

At present, the disadvantage groups include the newborn poverty group in the town, the disabled, the peasant laborers in urban areas, the senior citizens, and the poverty students in colleges and universities. The rapid transformation of social economic and political structures, the unsound social securities system--these pose ever larger numbers of the disadvantage groups who nurse a grievance against their situations or even the whole society, and more obvious dichotomy between them and other groups in the society. Therefore, only through joint efforts from government, the masses and social institutions to construct a social solicitude system, which is composed of living, spiritual and humanities cares to these disadvantage groups, can all the social groups achieve joint development.
