试论公安决策民主化、科学化、法制化

公安决策是公安机关为履行其职能,针对预期目标所进行的方案设计、选择和实施活动的过程。目 前,我国公安机关决策存在一定的滞后性。发扬民主,充分调动决策参与者的积极性、创造性,建立完整科学的公安 决策体制,遵守科学的公安决策程序,并以法律规范决策行为是实现公安科学管理的必由之路。

On Democracy, Scientificness and Legality of Decision on Public Security

Decision of public security is the process for public security organs to implement their function,carry out plan and design for their purpose of prevention,and choose and comple activities.At present in China some lag exists in decision of public security.Developing democracy,bringing positive factors in to play,establishing complete and scientific decision system of public security,keeping scientific decision procedure of public security and standardizing decision behaviour by the law is an inevitable road in order to realize scientific management of public security.
