| 摘 要： | 由于新能源与可再生能源的研究和开发需要大量的资金投入,使用成本仍高于传统能源,因此,必须依靠政府的干预才可以得到推广。我国目前新能源与可再生能源立法中存在的问题主要表现在两个方面:一是政府干预不足,二是政府干预过度。我国新能源与可再生能源立法的完善应从规划、融资、税收和价格等方面入手,以提供更加有效的制度支持。

| Abstract: | Due to the huge capital investment,the exploitation and research of the new and renewable energy should depend on the intervention of the government.Nowadays,there are two main problems in the new and renewable energy legislation in China.One is the lack of government intervention,the other is excessive government intervention.The perfection of China's legislation of new and renewable energy should start with layout,financing,revenue and prices,so that more effective system support can be provided. |
