| 摘 要： | 党的十七大报告在强调“坚定不移地发展社会主义民主政治”时指出：“全面落实依法治国基本方略，加快建设社会主义法治国家”，明确了发展社会主义民主政治方向，也进一步指明了法治在社会主义民主政治建设中的作用，即法治是发展社会主义民主政治的保障、基本要求和发展目标。

| Abstract: | The report of the 17th National Congress of the CPC,when laying emphasis on ＂adhering resolutely to the development of socialist democracy＂, points out that ＂the basic plan for rule by law is to be carried out and the building of a socialist country under the rule of law is to be quickened＂, which clarifies direction of developing socialist democracy, and confirms further the functions of law-government in the building, that is,it is the gurantee, basic requirement and the development object of the development of socialist democracy. |
