| 摘 要： | 人力资源是最重要、最具有活力、最能为地区带来经济效益的资源。草原经济发展的关键所在是如何正确对待草原地区人力资源的开发与利用的问题。草原人力资源的教育培训与开发是促进草原经济发展的基础;对企业人力资源的教育培训是推动草原经济发展的核心。对草原人的教育培训,加速提高草原人民的素质使草原经济发展基础普遍提高,又可促进草原工、农、商生产一体化的进一步发展,即可逐步形成草原经济的良性循环。
