| 摘 要： | 犯罪黑数实质上是已经发生而未作统计的隐藏的犯罪案件数量。犯罪黑数的形成原因主要包括执法机关方面的原因、受害人方面的原因、社会公众方面的原因和案件本身的原因等几个方面。应根据犯罪黑数的形成原因采取有针对性的措施和对策以减少犯罪黑数。

| Abstract: | The essence of the dark figure of crime is the number of crime cases which committed but has not been included in the statistics. The reasons inducing the dark figure of crime are manifold:failures of law enforcement agencies, victims, the public, the cases themselves, and so on. We should take pertinent measures to reduce the dark figure of crime based on comprehending the reasons for inducing the dark figure of crime. |
