土地一级开发机制优化设计

从现代激励理论出发,在构建土地一级开发总契约模型的基础上,着重分析了中央政府、地方政府和开发企业在土地一级开发中的信息结构及其相应的效用表示,提出了中央政府关于土地一级开发效用的最优规划问题,并从理论上推导出了信息不对称下的土地一级开发机制实现优化的条件:即满足参与约束的同时还应满足激励相容约束;最后得出结论:土地一级开发代理问题的根本原因在于信息的不对称,以及解决该问题的主要途径是对地方政府和开发企业同时给予相应的激励和约束.
