| 摘 要： | 政府、企业和公众利益失衡是当前我国环境问题的突出成因.社区环境圆桌会议是公众参与环境保护的创新模式,其通过公众与政治企业家、企业环境社会责任的结合,以及会议带来的公众组织化和参与能力的提升,可以推进环境民主,改善环境质量,逐步趋向环境保护中的利益均衡.从江苏的实践情况来看,社区环境圆桌会议作为环境保护的一种创新模式,其顺利实施有赖于一系列制度安排:政府主导制度、激励机制、环境信息公开制度、专家支持系统、公众组织化促进机制和企业环境社会责任约束机制.
