| 摘 要： | 党政关系是党的执政方式中最为关键的问题。党政不分在历史实践中已经被证明不成功,而党政分开也存在弊端和局限。本文从党政分开的维度探析了村级党政＂一肩挑＂模式推行的背景,从理论和实践两个层面论证了其推行的可行性就完善村级党政＂一肩挑＂模式提出了三点建议。

| Abstract: | The Party-government relationship is the most crucial factor in the ruling style of the Party.The government and party committee jointly hasn＇t been proved to be success in the historical practice while separation between party and government has its drawbacks and limitations.This thesis not only attempts to explore the background of the implementation of the village party＇s ＂One combination＂ model from the perspective of separation between party and government but also demonstrates the feasibility of its implementation from the layers of theory and practice.The author puts forward three suggestions for improving ＂One combination＂ model of the village party. |
