民主政治的发展显著表现为公民对政治的参与程度的提高 ,而公民的政治参与是靠一整套健全的制度来实现的。我国公民的政治参与度和透明度还比较低 ,根本问题在于参与机制还不够健全。克服弊端的根本途径在于进行政治体制改革 ,特别是干部人事制度的改革。通过改革 ,形成“公开、平等、竞争、择优”的用人机制。

How to Choose the Right Person in the Course of the Democratic Politics

The level of citizen’s political participation is an outstanding expression of the development of democratic politics. On the other hand, the realization of citizen's political participation depends on a perfect system. There are some disadvantages in the citizen’s political participation of our country, the main problem is the imperfect of participation system. The basic way to overcome it is to reform our political system, especially the system of choosing cadres. In the period of the reform, a new system of choosing persons which is open, fair, competitive and selective will be formed finally.
