| 摘 要： | 2010年6月1日，旨在改革欧洲人权法院、提高法院效率的《欧洲人权公约第14议定书》生效。该议定书生效过程曲折，自2004年5月13日开放签署之后，早在2006年底即获欧洲理事会除俄罗斯以外的所有成员国的批准。因此，俄罗斯是欧洲人权法院这次改革得以实现的关键。笔者简要介绍该议定书的主要内容，并剖析该议定书成败之关键即俄罗斯的反应，在此基础上对改革后的欧洲人权法院及其对俄罗斯的影响加以评析。
