论清政府铁路决策的出台

铁路决策既是洋务运动时期清政府朝野上下议论的焦点，又是求强、求富宗旨的有机组成部分，还是“商战”策略在政府决策之中的反映。从1874到1887年，清政府历经近14年才做出铁路的决策，到1906年，清政府基本上对各省修筑铁路请求都予以批准，使铁路利国利民的共识得以充分体现。围绕着铁路的修建问题的讨论，朝野上下还引出了海防和边防运兵、富国利民、与列强争利权等现实的主题，客观上反映了中国人在求强求富道路上艰难曲折的历程。
