风险社会治理与科技伦理应对

科学技术的飞速发展，既为人类创造了极大的物质财富，又给人类带来了难以预知的危机风险。人类正步入一个“风险社会”的时代。人类对自身理性的过分自信和对科学技术理性的无限滥用，是导致风险社会产生的价值根源。现代科技发展的负面效应使人类自身正面临着种种不可预知的社会风险。积极应对科技发展的危机风险，将其控制在个人和社会所能承受的范围之内。避免使其转化为真正的社会危害，在科学技术活动中介入伦理价值的维度，确立和倡导科技伦理的价值规范，是有效规避和治理社会风险的一项重要举措。

Sci-Eech Ethics-the Countermeasures of Risk Society Governance

The rapid development of science and technology,not only create tremendous material wealth,but also bring difficulties to predict the risk of crisis to human beings.Mankind is entering a "risk society" era.Human's excessive self-confidence to their own ration and the unlimited abuse of science and technology ration are the root value of the risk society.The negative effects of the development of modern science and technology bring all kinds of unpredictable social risks to the mankind.Positive reactions to the crisis of technological development risks and keeping the risks under the control of the limits of the social and personal tolerance,avoiding them into real harm to society,ethical value of the dimensions involved in the science and technology activities,establishing and promoting the value norms of the sci-tech ethics,are effective measures to avoid the social risks.In modern society the norms of the sci-tech ethics established and advocated includeing: strengthening the ethical sense of responsibility of the scientific and technological personnel,especially ethical responsibility to the society;handling the relationship between the freedom of scientific research and ethical restriction correctly;making efforts to achieve communication dialogue between scientific culture and humanistic culture.
