对现阶段我国社会保障立法发展滞后的思考

社会的协调发展需要有完善的社会保障法律体系支持。但是在我国,由于调整对象自身因素、国情因素、成本因素、制度因素以及技术因素的制约,使社会保障立法发展滞后,长此以往,势必影响完善的社会保障体系形成和改革、发展、稳定的全局。因此,应树立科学发展观,趋利避害,加快社会保障立法的步伐,制定出完善的社会保障良法。

Reflections on the Lag of China's Present Social Security Legislation

The coordinated development of the society needs the support of a complete social security legal system but in our country,social security legislates is blocking the smooth development of the social security system.There are four factors involves responsible for it: adjustment target,national conditions cost system and technology.So,the country should establish a scientific development view,go after profits and avoid disadvantages,speed up the steps of legislating in social security,make a complete social security law.
